Luis currently serves as the Government Relations and Public Affairs Director for Pfizer, covering Puerto Rico, New York City and Latino affairs. He is responsible for initiating and leading a range of government relations and public affairs projects to favorably influence the public policy and public affairs environment in support of Pfizer's business objectives.

Prior to joining the Pfizer team, he served as the North East Regional Director for Puerto Rico Federal Affairs Administration (PRFAA), and developed collaborative strategies for the economic, social and political empowerment of Hispanics in the US and Puerto Ricans in the island. Luis also represented the Governor before City, State and Federal agencies and was also appointed to simultaneously direct the office of Puerto Rico Industrial Development Company in New York City.

As Founder and President of BalzacCapó Communications, a trusted marketing and new business development professional with over fifteen (15) years of experience in both the private and government sector - - Luis built successful strategic alliances that brough together the assets of myriad industries. He know acts as Chair of that firms advisory board.

With a vast network of contacts, he lead the BalzacCapó team of senior advisors in building rapport and credibility as a foundation for information, resource and skill-set exchange between business and entrepreneurs. Luis provided effective special events planning, public relations and issues management for clients using both paid and unpaid resources.

While at Viacom Outdoor in New York City – the leader in out-of-home advertising, he established new accounts by presenting Viacom Outdoor as an alternative media. Luis designed creative advertising campaigns by introducing media vehicles that leveraged marketing and sales promotions supported by sophisticated research tools.

As Director for the Washington Center for Internships and Academic Seminars in Washington, DC., Luis achieved working relationships with congressional and district offices of members of congress representing Florida, New York and the Puerto Rico's Legislative Assembly and acted as a liaison to recruit students participating in State-side curriculums.

While at the State of New Jersey Department of Law and Public Safety, Division of Consumer Affairs he partnered with state and federal agencies to protect consumer. He engaged in mediation practices to facilitate better communication between consumers and corporations promoting solutions and preventing legal action.

An accomplished sailor, who crossed the Atlantic Ocean following the historic path of Christopher Columbus' journey to the new world - - Luis is a member of the Greater NYC American Diabetes Association, the Lake Hopatcong Yacht Club Board of Trustees and the Hopatcong, N.J., Zoning Board. Most recently he was recognized by El Diario La Prensa as one of the most successful and influential Latinos in the New York tristate area. Luis has also volunteered as an Advisory Board member for The Washington Center, The Greater New York, YMCA; New York State and Central Florida Special Olympics.

Luis has a Bachelors degree in business administration from Loyola University in New Orleans, LA with a major in Marketing and resides with his wife and three children in Hopatcong, New Jersey.
